Took a look at this using the wiki sites. Sounds like he knew how to handle the measles, mumps, malaria, AIDS, colera, thypus, and even the common cold. Wonder if it would help with Parkinson's and Alzheimer's...maybe even mental challenges like Down's Syndrome. Is that the full name of Cheif Quimby from Inspector Gadget?
If so, the entire theory is that Inspector Gadget will make a mess of things while Penny and Brain do the real investigating. It will all end up with Insp Gadget crashing into the henchmen and accidentally apprehending them. Of course, he gets all the credit while Penny and Brain are barely even noticed.
